Tout comme nous l&#8217;avons fait <a href=\"https:\/\/huguesg.fr\/site\/index.php\/analyse-note-fipeco-chiffres-2022\/\" data-type=\"page\" data-id=\"197\">pour le co\u00fbt de la SNCF<\/a>, cet article vise \u00e0 d\u00e9mystifier les co\u00fbts associ\u00e9s \u00e0 l&#8217;infrastructure routi\u00e8re en France, en distinguant clairement entre les d\u00e9penses d&#8217;infrastructure et les co\u00fbts li\u00e9s \u00e0 l&#8217;achat de services utilisant ces infrastructures par les collectivit\u00e9s territoriales. Ces chiffres soulignent l&#8217;importance des investissements dans le d\u00e9veloppement et la r\u00e9g\u00e9n\u00e9ration des infrastructures routi\u00e8res, indispensables pour maintenir un r\u00e9seau capable de r\u00e9pondre aux besoins croissants de mobilit\u00e9.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Co\u00fbt des services utilisant les infrastructures routi\u00e8res<\/h2>\n\n\n\n<p>Au-del\u00e0 des co\u00fbts d&#8217;infrastructure, les collectivit\u00e9s territoriales financent \u00e9galement des services de transport public utilisant ces routes, de m\u00eame que l&#8217;Etat aide \u00e9galement les citoyens \u00e0 acqu\u00e9rir des v\u00e9hicules plus propres. Ces services sont cruciaux pour la mobilit\u00e9 des citoyens, en particulier dans les zones p\u00e9riurbaines et rurales. Cela comprend des aides pour l&#8217;acquisition de v\u00e9hicules propres, ainsi que le financement des transports publics \u00e0 diff\u00e9rents niveaux (communal, d\u00e9partemental, r\u00e9gional).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Co\u00fbts indirects : les externalit\u00e9s du transport routier<\/h2>\n\n\n\n<p>Il est essentiel de ne pas limiter l&#8217;analyse des co\u00fbts des routes aux seules d\u00e9penses directes. En effet, le transport routier g\u00e9n\u00e8re des externalit\u00e9s importantes, souvent invisibles dans les budgets mais tr\u00e8s r\u00e9elles pour la soci\u00e9t\u00e9.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Pollution de l&#8217;air<\/strong> : Le co\u00fbt sanitaire de la pollution de l&#8217;air caus\u00e9e par le trafic routier est difficile \u00e0 quantifier pr\u00e9cis\u00e9ment, mais se chiffre en dizaines de milliards d&#8217;euros. Un rapport s\u00e9natorial de 2015 estimait d\u00e9j\u00e0 ce co\u00fbt \u00e0 des niveaux alarmants [<a href=\"https:\/\/www.senat.fr\/rap\/r14-610-2\/r14-610-2-syn.pdf\">source<\/a>].<\/li>\n\n\n\n<li><strong>Ins\u00e9curit\u00e9 routi\u00e8re<\/strong> : Selon le rapport 2022 de l&#8217;Observatoire National Interminist\u00e9riel de la S\u00e9curit\u00e9 Routi\u00e8re (ONISR), les co\u00fbts li\u00e9s \u00e0 l&#8217;ins\u00e9curit\u00e9 routi\u00e8re sont estim\u00e9s \u00e0 plus de 50 milliards d&#8217;euros [<a href=\"https:\/\/www.onisr.securite-routiere.gouv.fr\/sites\/default\/files\/2024-01\/Bilan%202022%20de%20la%20s%C3%A9curit%C3%A9%20routi%C3%A8re%20version%20site%20internet.pdf\">source<\/a>]. Ce montant inclut les co\u00fbts directs (soins, r\u00e9parations) et indirects (pertes de productivit\u00e9, indemnisations).<\/li>\n\n\n\n<li><strong>Bruit<\/strong> : Le bruit g\u00e9n\u00e9r\u00e9 par les routes a un impact social significatif. Une \u00e9tude de l&#8217;ADEME et du Conseil National du Bruit en 2021 a \u00e9valu\u00e9 le co\u00fbt social du bruit des routes \u00e0 81 milliards d&#8217;euros [<a href=\"https:\/\/presse.ademe.fr\/2021\/07\/147-milliards-deuros-cest-le-cout-social-du-bruit-en-france-par-an.html\">source<\/a>]. Ce chiffre refl\u00e8te l&#8217;impact sur la sant\u00e9 mentale, la productivit\u00e9, et la qualit\u00e9 de vie des citoyens.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Conclusion : Vers une compl\u00e9mentarit\u00e9 des modes de transport<\/h2>\n\n\n\n<p>L&#8217;analyse des co\u00fbts li\u00e9s aux infrastructures routi\u00e8res et aux services associ\u00e9s montre que les routes repr\u00e9sentent une part consid\u00e9rable des d\u00e9penses publiques en France. Toutefois, ces investissements doivent \u00eatre mis en perspective avec les externalit\u00e9s n\u00e9gatives du transport routier, telles que la pollution, l&#8217;ins\u00e9curit\u00e9 et le bruit, qui p\u00e8sent lourdement sur la soci\u00e9t\u00e9.<\/p>\n\n\n\n<p>Pour une politique de transport durable et efficace, il est essentiel de consid\u00e9rer les routes non pas comme des infrastructures en concurrence avec d&#8217;autres modes de transport, mais comme un maillon compl\u00e9mentaire dans un syst\u00e8me de transport int\u00e9gr\u00e9. Chaque mode de transport a un domaine de pertinence qui doit \u00eatre optimis\u00e9 en fonction de ses avantages sp\u00e9cifiques et des objectifs de la transition \u00e9cologique.<\/p>\n\n\n\n<p>La compl\u00e9mentarit\u00e9 entre les modes de transport, qu&#8217;il s&#8217;agisse de la route, du rail ou des transports fluviaux et maritimes, doit guider les d\u00e9cisions publiques pour maximiser l&#8217;efficacit\u00e9 des d\u00e9penses tout en minimisant leur impact environnemental.
